crime scenes sonoma county deputies are investigating right now. >> strong winds creating dangerous driving conditions on the roads. gork. we are live until campbell this morning. you are looking at three cars. out there in the distance a little bit. this is a movie theater parking lot and those cars were damaged bring fire. arson investigators are on the scene. janine de la vega will have cell phone video of the fire and new details from a witness. thank you for joining us monday morning february 23rd i'm pam cook. enthrall good morning, i'm dave clark. let's talk about weather and traffic. the wind is part of the forecast. >> advisory until 10:00. it's rather windy out there. a pretty good breeze out there.

that will continue through most of the morning. 40s and 50s on the lows. sunny. a few high clouds off to the east and south. it is moving out. their advisories for the central sierra and down to southern nevada and arizona. but things are moving out of southern california. it will be a lot quieter down there. 40s for some. 50s for others. the only thing holding these temps up. easterly breeze or westerly for some. it is a north wind for many. also mountain view clear. low pressure to the south. says i don't like you. a chilly morning. could be a lot colder. sunny and windy. north and east bay hills. 60s for many. the north wind you can get

upper 60s to near 70. some of the winds van effect on the commute. i also want to mention that the bay bridge finally the metering lights did actually start speeding up a little bit. you can tell that traffic is moving by a little quicker. the metering lights were going on so slow that now they have sped them up. a little bit of slowing in dublin. and in the south bay 280 and 101 are doing well.

traffic does look good getting up to the west valley. we are following that developing news in the south bay where cars may have been set on fire. arson investigators have been called out. janine de la vega is on the scene as well. >> reporter: that is one of the reasons why this is so strange. i actually just spoke off camera to one of the owners of the car campbell pd gave her a call and what she pointed out is underneath her car is jumper cables. when she left this car parked here over night she did not have jumper cables under it.

let's go to video we have. this is cell phone video we were able to get from one of the neighbors that were recording through his window. this is at 4:20 this morning. three cars were all on fire. a battalion chief told me it does not appear that one car was on fire and spread to the two others. he said that is also what makes it suspicious. along with the fact that this happened so earlily in the morning. firefighters opened the trunks of the cars to see if there was any flammables or anything suspicious. all the commotion woke up one of the residents. >> all three of the cars was engulfed. i was hiding down in my room because i thought they were going to explode. and then i heard all the ambulance i mean the fire cops and the trucks coming. >> reporter: two of the cars damaged are near sans. the other is a hyundai. we asked firefighters who they all belong to as i mentioned.

they did get in touch one of the people. they thought it is these people that live in the nearby apartment complexes who use this parking lot as over flow park. we do know the arson investigator is going to spend the rest of the morning out here collecting evidence again trying to see if they can figure out you know how this all started. you know. were they all individual yulely started. again it sounds very suspicious and you know pam, dave, they really do want to get down to the bottom of this. >> it definitely sounds suspicious. thank you. 6:05 is the time. tense moments in santa rosa after a home invasion robbery turned into a stand off with deputies. now you're looking at video of some of the scene of what happened. the stand off started at 2:00 this morning when those deputies tried to pull over a truck after they got word that some armed men possibly connected to a home invasion were inside the truck.

the driver jumped out and said he didn't know the men and just giving them a ride to the hospital. when deputies told the other men to get out, they refused. after a 30 minute stand off they pulled both men out. one was dead. the other was taken to the hospital. now santa rosa police believe the two men were involved in a home invasion robbery at about 1:00 this morning at a home just a few blocks away. police have reason to believe that this home was specifically targeted. the victim does have a criminal record. police are trying to get a search warrant for that house. security being tightened at shopping malls all across america. over the weekend a new video released by the terror group called for attacking shopping malls in the u.s., canada, and britain. al-shabab is blamed for that deadly mall attack in kenya two years ago.

including malls right here in the bay area. meantime militants in iraq have reportedly eased armored vehicles and american made weapons from an iraqi base. this video we are looking at the weapons seized from the base include assault rifles and armored vehicles and humvee. u.s. officials say the operate could take place as early as april and that more than 20,000 iraqi and kurtish forces will be needed. the new u.s. defense secretary met over the weekend with american military commanders in afghanistan as the obama administration reviews the timetable on withdrawing troops. the u.s. is rethinking some of the details of the mission in afghanistan including whether to slow down the draw down of u.s. troops. carter told the troops the u.s.

wants to make sure the afghans are able to preserve the security gained after the u.s.' 13 year combat mission. a man has been arrested for stealing money from a girl scout that was selling cookies. stole a box full of money. the girls wrote down the suspects license plate number and called police. police tracked hem down and returned the box of money and bought some cookies. the coast guard performed several rescues out on the bay. among those rescued six people that were on an out rigger canoe. now the canoers say they didn't know about a small craft

advisory that was posted and out of nowhere their canoe was swamped by a wave. >> the water swamped the boat. we couldn't bail faster than the water was coming in. we were not able to get the boat afloat. >> the coast guard says the group likely survived because they stayed together and they held on to that canoe. for the third week in a row gas prices are up again. the national average now slightly higher than $2.30. that is up a nickel from last week. and $0.25 more than a month ago. across california the average price is $2.95. san francisco matches the statewide average but it is less expensive around the bay. we're still paying about $0.80 a gallon less than we did this time last year.

bruce bochy back with the team. he went to the hospital after not feeling well after his physical on wednesday and during practice the next day. he is starting his 21st season as a big league manager. >> i'm glad bruce is feeling better. one person was killed at sunnyvale another one was hurt after getting hurt while crossing a street. coming up at 6:30 the growing concerns about his particular intersection where the deadly crash happened. >> it's our time to have wage equality once and for all. and equal rights for women in the united states of america. >> a passionate acceptance speech. the topics that brought a more serious tone. >> the south bay commute looking okay. we do have slow traffic already in some spots.

the times says the district is considering adopting fines even criminal penalties for people who steal water from fire hydrants or thieves that pry open water meters. in december contra costa county officials raised the fine up to $250. it was a smooth rollout for san francisco's 828 area code. but there were some problems for 911 operators. those that start with the 415 area code have to dial 1-415 even if they are calling someone with the 415 number. there was a surge of calls for those that were trying to pay a parking ticket or figure out if they had jury duty. a movie about a washed up actors come back bid earned four academy awards including best picture.

saving christmas. and michael bay nabbed the worst director award for transformers, age of extinction. >> all right. let's check in with sal for traffic this morning. sal. all right. just sitting here getting myself all situated. you know dave and pam traffic is not too bad. we do have a little bit of slowing out there but it's normal slowing. let's go outside and show you what we have here with a look at 80 westbound. you can see the traffic seemed to have that frog in my throat everyone has these days. traffic is going to be on the east shore freeway as you drive out to the toll plaza. we had problems at the toll plaza earlier. right now it looks like the metering rights are not that speedy. this is a 25-30 minute delay. we haven't had any problems. i keep looking at my computer saying what did i miss?

where downtown san jose is warmer. because they are much, much colder. cold morning tomorrow for everybody. sunny. and then turning cloudy. a cold rain, not a lot. it looks like it's due on saturday. it's coming right down out of the north. san francisco 53 to start. we will go 64 for a high. now there is a northeast breeze coming off. they are right off the caldecott. usually when we see that it translates into a very warm day. i will go 72 for will them. there is the low. las vegas getting in on it. southern california a pretty good rain. not too bad for them. it's expected to pick up in the next couple of hours. in the sierra there is snow. mammoth talking about snow. light snow. but fresno picking up some

rain. 41 novato. you get that breeze to tail off. the temperature drops like there is a rock tied to it. 49 in petaluma. any puff of a breeze means they are up aen. dew points in the teens. they are just ready to go. oakland airport has just gone calm. that is kind of interesting because i know there is a 22 miles an hour wind. 18 at napa. santa rosa can warm up. san jose says west. north, north, north. i think you get the idea. nationally it is brutally cold for many. take a look at what is going on here. two below in chicago. nine in minneapolis. the windchills are the ones that are brutal again. and snow in dallas, fort worth. right there. there is the next system as it moves out.

that will be followed by that system. high pressure controls our weather which means warmer but colder lows. warming trend on the way. the lows tomorrow will be in the 30s. a chilly morning. cold for some. tomorrow it will be wide spread cold. sunny and windy north bay hills. 60s for many. other areas in the 60s. walnut creek 64. there is the one 72 at 64 gilroy. 60s on the peninsula. maybe a colder rain moves in late friday into saturday. time is 6:21. families were told to pack up and get moving. why they received this eviction notice. and why they don't have any options. >> and next nearly a dozen college students rushed to the hospital. the drugs behind it all

investigators say the gunman was an expolice officer who reportedly killed his wife and another man.

deputies went the home last night. when they went inside the home they were shocked 37 >> they might enter the residence to make sure there were victims inside. >> authorities have not yet said how he died or who the other man was. almost a dozen college students are being treated for an apparent drug over dose. it happened at wesleyan university and involves the drug molly. it's similar to ecstasy.

a team of american college students beat the soviet union hockey machine at the 1980 olympics. the 4-3 u.s. victory became known as the miracle on ice. team members held a special reunion that is made for her coach herb brooks. >> that is when i get emotional and start thinking about the game and stuff. walking the rink yes in the locker room you get emotional >> it hasn't changed. the same place it was since 1980.

advisory. fair and chilly. breezy to windy. mostly sunny. tailing off later today because the low responsible right down there is moving. it's moving pretty quick. some of it is still into california. especially out toward the central valley and central sierra. it looks like l.a. and san diego are just about done. for us 44 novato. although david has 48. san jose 46. 48 fairfield. they have a wind gusting to 43. there is fairfield and concord and most locations have about 15-25. some a little calm. that means temperatures really taking a plunge. 25 even at mountain view. clear skies to the north. low pressure there. the low is moving. eventually that low will be far enough away. a few clouds around. the wind advisory will take us until 10:00. a 70-degree reading for a couple but mainly 60s on the

temps. i know the breeze is out there on the bridges. what else is going on? we have a little bit of traffic. the winds that you mentioned will be a problem for drivers of small cars. we are looking at some slow traffic on the east freeway. the traffic is slowing down specifically in burkely. but it will also be slow if you drive in hercules and rich monday. as we get to the toll plaza, you will see traffic will be backed up to the mccarthur maze and the metering lights are on. back to the east bay we go. highway 4 antioch is slow. highway 4 bay point and pittsburgh as you come over the hill to the concord area. 680 still looks good. 580 is also slow in pockets from the altamont pass and 680 is pretty slow as you head down. we've been talking about the windy weather. alex savidge is out at the bay bridge toll plaza with more on the conditions out there.

>> reporter: i can tell you the best advice for commuters is get both hands on the wheel. especially as you drive into work. take you across one of the bridges. there is a special warning out. there is also a wind advisory in effect for the san mateo bridge. so bare that in mind as you head out the door. drivers can also expect really gusty conditions if you are coming across the altamont pass. the 580 freeway there in the livermore area. the winds will be blowing anywhere between 15-30 miles an hour this morning. and the gusts will be especially strong in the north bay mountains and east bay hills. the chp is urging drivers to be extra cautious. we caught up with one commuter this morning riding his motorcycle into work. he told me he is going to hang on tight. >> get blown around my suburban

when it's windy. hopefully i will be careful and safe. >> yesterday these extremely high winds caused problems out on the bay. the coast guard was busy. they were involved this several water rescues including this one near krisy field. six people had to be rescued from a large out rigger canoe that began to take on water. all of these people were found in the water but they were all okay. the coast guard had another rescue near tiburon. but again this morning what we are talking about is the windy conditions out on the roadway and especially the bay area bridges. dave, as we head out the door the best advice just hang on no that steering wheel. several cars may have been deliberately set on fire in a movie theater parking lot in campbell. janine de la vega is joining us

live. you are right there. you've been out there for some time. there is new information. what do you know? >> this is looking very suspicious. >> this all started happeninged a 4:20 this morning. three cars were all on fire and neighbors heard explosions. that was the sound of the air bags deploying. firefighters were able to extinguish the fires and prevent it from spreading. all of this commotion woke up one of the residents that say he saw it infold.

>> it was odd. i thought i heard something banging or breaking at the time in the middle of the night. and then the horns went off. and then i looked up and it was a big blaze of fire. so i believe truly someone actually started that. i didn't see anything. >> the arson investigator is spending a lot of time collecting evidence. so far he's been able to determine that all three fires started in each of the interiors of the car. somebody trying to steal gas and the cars. although i was told by the investigator at least in one of the cases the person has been arrested.

just sort of shocking for these people. >> yeah. all right janine de la vega live in campbell. we'll talk to you later. time is 6:36. there are safety concerns this morning in sunnyvale about an intersection where two people were hit over the weekend. one was killed and the other is in critical condition. this happened at fair oaks avenue. police say two women were crossing the street when they were hit by a ford focus. now it's not clear who had the right of way but people we talked to out there say the intersection is very busy, very confusing and more needs to be done to keep people safe. >> they need to put a lot of things up there. it's just the way the streets goes like that. >> the driver involved stayed there at the scene and is cooperating with the investigation. if you have any information get in contact with the police in

sunnyvale. this was the second deadly accident in santa claire ram county over the weekend. just on saturday a food truck vendor died in san jose when he was hit by a drunk driver while telling food. there are increased security concerns over the country as a terror group is calling for attack at western shopping malls. brian flores is in our newsroom with details on how the bay area could be effected by this threat. >> the video by the terror group al-shabab calls on attacks to certain malls including west field malls. here in the bay area we have west field malls located in san francisco. it doesn't specifically mention those locations and there doesn't appear to be a specific targeted threat. but again federal security officials are taking it very seriously. over the weekend the video released by the terror group calls for attacks on shopping malls this in the u.s., canada, and britain. we already mentioned the west field malls but they also talked about attacking the west

edmondton mall. mall security there says they have increased security there but al-shabab is blamed for the deadly attack in kenya two years ago that killed more than 60 people. the homeland security secretary says by releasing the videoing, al-shabab may be trying to make a name for themselves. >> i suspect the groups are competing for attention. ize ill has received a lot of attention for their use of the internet and social media. >> johnson also says the call for attention is to recruit people to join the terror groups. security officials believe the minneapolis region was specifically mention the because of its large somali population. the secretary went on several media outlets over the weekend saying there is no credible evidence suggesting an attack in the works. however he is urging shoppers to remain vigilant. >> thank you. time is 6:39.

the pacific more time association released a statement saying he has scheduled operations at the port of oakland for today but still not clear if workers will show up. dock workers were working on the backlog of cargo containers saturday and part of yesterday but that changed when it came time for the day shift 208 take its scheduled break. >> we were told over the radio that if we took a unit break, which is when we all take break, that we would be fired. even though that is what it says to do in our contract. >> it is a bitter disappointment for the port of oakland. and this is happening at one port. the port of oakland. it's not the situation at the other 28 u.s., west coast ports. >> now the workers lost pay for the rest of the shift but they are eligible to be called back to work today. we have not been able to get a response from the union on whether or not it will post those jobs at its hiring hall for work this morning.

the other 28 west coast ports are apparently operating normally today. facebook shuttle drivers could be getting more pay and better benefits. shuttle bus drivers that are currently employed by loop transportation have voted to ratify a new teamster contract. the deal is not finalized yet. but it would include a pay bump from $18 to $24 an hour. and improve working conditions, guaranteed hours, and health care. on friday more tech companies shuttle bus drivers including those that work for apple, e bay all vote on their contract. our time is 6:41. they call it the super bowl of auto racing. bay area native jeff gordon started on top. what happened in that last lap.

sun and warm weather gave way to rain in southern california. you can see some crashes. the wet weather caused issues on the roads yesterday including a car crash that injured eight people. but also worries of flash flooding in areas burned by the wild fires recently and the rain dampened the red carpet at the academy awards. another arctic blast bearing down on parts of the u.s.. the national weather service says temperatures will be 25-30 degrees below normal across much of the country today after sub zero temperatures. 30-40-degree break felt pretty nice but turned snow into slush on sidewalks in new york, philadelphia, boston, and new jersey. >> you know it's a jersey winter when 20 degrees feels good. >> ice caves have formed on the frozen waters of lake michigan. it's estimated the lakes are more than 85% iced over. almost two dozen families in walnut creek they have been

told to pack up their homes and hand in their keys. deadline to evict people right across from the walnut creek bart station it was up last night. but some of them told us they are not leaving. the families are being evicted from a grown up of older homes so a developer can build a new high end apartment complex called the landing. some say they can't afford to live in walnut creek so they are waiting to hear if they can qualify to live in another housing complex. until then there is no other option than to stay in their current homes. >> i don't want to get in trouble with nobody, but where are you going to move? >> it's hard. they want me to make four times the rent. i don't make that much money. i can't. there is no way. >> it doesn't appear there will be any repercussions for the family staying past that deadline. a lawyer representing the

. joey logano ran the race. it's his first daytona 500 win. bay area native jeff gordon started on the pole position until he was taken out of the big crash in the final lap. he ended up finishing 33rd. >> wow. 6:48 is the time. let's go back to sal and check in on the commute. >> we are still looking at a commute where traffic is going to be slow this morning. we will start off on highway 4. kind of slow coming out of the hill from pittsburgh to bay point and then more slow traffic this morning as you drive over to highway 242. 242 is also slowing down heading south. we want to show you the bay bridge toll plaza. the metering lights are cycling a little slow and traffic is backed up to the foot of the maze. looking more normal here. i also want to mention that

saturday. fair and chilly. 60s for many. a couple of 70s. san francisco went 64 today. now here in lies the rub for one. there is a northeast breeze 22 miles an hour coming off oakland north. right above the caldecott. if that maintains itself then dub -- decent rain in southern california. half an inch to an inch of rain. it was coming down pretty good. las vegas getting in on that. and it's heading into arizona. its will be an active day down there. it looks much calmer. chilly, chilly to cold. there is a little rain out in the valley. bridge port had six inches of snow at 7100 feet. 48 half-moon bay. fairfield is 48. 40s for antioch and brentwood. block hawk is in there. same for danville and alamo.

cool. morgan hill and gilroy in the 30s. oakland 72. but 67 san jose which will be warmer than morgan hill and gilroy. 60s on the coast and also on the peninsula. it looks pretty quiet until the end of the week. >> 23 you can squeeze a little bit of water out we'll take it. >> saturday maybe. 6:52 is the time. it used to be only a slap on the wrist but that could change. the new punishment being concerned for water thieves as the states drought continues. >> but first the department of homeland security is out of (vo) at jennie-o, we heard of a place in iowa where every thursday people ride ten miles for tacos. we thought we'd show up and surprise them with a better kind of taco, made with jennie-o ground turkey, cooked thoroughly to 165. (mom) i'd feed my kids turkey tacos over regular tacos any day. (woman) i think that they're light and they're just fresh tasting. (vo) it's time for a better taco. take a look at the cell phone video. this is saturday's fire. firefighters actually went back to the building yesterday morning after some debris was smoking out there. investigators say the fire caused about $1.4 million damage. the cause hasn't been determined yet. no one was hurt. california is preparing to spend $20 million to build what is being called the hydrogen highway. it is a network of fueling stations. right now there are only eight places where people can fill up hydrocars. 12 more planned locally. 30 more up and down the state. hyundai, honda and toyota say they will have hydrogen power cars in the showroom before the end of the year. the snowy cold weather was a hot topic at the white house last night. >> it looks likes weather has careered up that there will not be a pajama party in the blue
